I found an old piece of a pumice stone and used it to clean my trowel and hawk. scotty

prior to skimming a wall, which had been painted many times before, I applied PVA but when I applied the skim coat the old paint started to lift off the wall. >:(Can anybody advise. Amateur DIYer scotty.
