I've got a couple of questions regarding plastering over a layer of bonding plaster.
Should you wait for the bonding to completely dry or is it ok to wait unit its just tacky?
Should you always put pva/water over the bonding before adding the skimming layer?

After I'd put on the plaster and smoothed it, there were a few areas which needed building up slightly or where there were divots. I filled some of these with surplus plaster left on my hawk which had maybe started to go off a bit. So maybe at that stage I should have mixed some fresh plaster...

I don't really want to mess with the cable so I'm planning on using bonding plaster to build up the areas surrounding the bulged out area of the wall, to try and make the wall flatter, ready for the finish plaster layer.

I've started chipping away at the part of the wall which bulges out slightly and found that the reason it bulges is because there's some piping running along it. I think if I continue to chip away at it and take it back to the level of the pipes then I can get the wall nice and flat.

There's a slight horizontal bulge running along the wall in the middle, but maybe like you say I should start by chipping away at it with a hammer and bolster. I've got no web space to put a photo at the moment.
