    Thanks @bof . What do you think is best the way to fix this? (1) Can it be salvaged by sanding down the bubbles? Or (2) does it need another skim with fresh plaster and polish with a trowel to a smooth, even and flat finish? if so, would the existing surface need to be primed with PVA to aid...

    Hi @Brimstone. Good question. It has not yet been painted - might be lighting in the photo which makes it look painted.
