OK, further investigation has show that the fibre glass mesh tape has come away from the wall/ceilng joint. It was a breeze block wall as the partition seperated a bedroom and a kitchen. They must have boarded over that and used the mesh on the the board but straight onto the artex ceiling.
re: 'overboarding: having now looked up what that is; it seems that you attach the boards to the joists. Don't think this has joists, as it has concrete floors, and this probably means concrete ceilings too.

They don't have parties about. Not nicotine and wasn't in kitchen so it praps can only be the PVA error.
I think the PVA dried before skimming sounds like the most likely - as it wouldn't be fair to tarnish him with being a cowboy ( even though he is not answering my texts)...
