Was the material they spread on top
A- in powder form in bags mixed and laid and then scratched back.
Or
B- A wet grainy looking paint pre mixed that just needed whisking up before using?
Like Bobski says. Dampen. Use a spray bottle ideally. Something like one of the hozelock ones you can pump up to pressurise. Mist it repetitively until the water holds.
As for the material I've never personally used it when it's that old. I'd probably chance it on my own house tho.
DO NOT USE GYPSUM! At ALL ANYWHERE IN THAT HOUSE. Lime breaths gypsum doesn't. Using incorrect plaster will give you a world of problems with damp. You need an experienced lime plasterer. It really isn't a have a go at it kind of job. If you can't afford it why on earth did you buy a fixer upper...
