Thanks for the replies. Definitely no distemper and the original plaster was good and solid, not crumbly, friable, blown etc.
There are two sets of suggestions.
1) Use a sealer
2) Use some form of bonding (thin coat/blue grit etc)

Danny, substrate is a matt painted plaster. Grey undercoat (sand/cement?) with a white topcoat. Wallpapered in about the 60's but removed and no powdery residue. Paint obviously older and it is a Victorian house. Considered possibility of distemper and using a stabiliser but surface not powdery...
Hello chaps. Slight problem!
When flattening the top coat on a reskim the plaster started cracking and peeling back in large areas covering most of the wall. First coat went off very quick and where its cracked it clearly hasn't taken to the wall as it just falls off.
