Because you give people a second chance after they fail to start a job, only to end up in the same situation again and realising they were simply overbooking themselves at your incovenience. Hence the need for a firm date, not "the end of september" etc.

This job is still available if anybody is interested. Must be able to give me a FIRM date if you quote.
