Dodgy work?

Hi sorry don’t think this is for this forum but really need some professional advice fast. the plaster has blown on all my walls. A surveyor deemed it a health hazard. (Dealing with a housing association) the original contractors couldnt start on time, so they used their own. The original contractors were told to take all the plaster off all walls back to the brick. I was told by a manager, even though the plaster had blown it wouldn’t fall off the wall so no longer being done. I showed him how much the plaster moved. And they decided to do just this middle section. Am I right in thinking this is not right?

If the rest is solid it is fine to remove just the blown plaster. From what I can see in the picture, the edges look pretty well bonded to the bricks.

brick feature wall is all the rage now clean them up look pukka

That brickwork looks dry
