Advice on newly plastered wall

Hi,

I have recently moved into a new property and was redecorating the front bedroom.
I hadn't noticed ant problems with the walls when stripping the wallpaper or on the old plaster but there appears to be a section in the room that may be showing signs of dampness.

The plasterer who did the work has not responded to my calls to give me advice so I have attached some photos to hopefully get some answers here.

The wall was re-plastered over a week ago and it is only in this one section which is not drying like the rest of the room. The other side of this wall is a tiled communal hallway in a block of flats. I am on the ground floor.

I would like to know if it is dampness in the first place, or if I would require the plaster having to be removed and the wall given a course of damp proofing or if I could simply apply a damp proof paint to the plaster.

I should also add, the property is an old tenement building, built early 1900's according to home report. Would assume it is a cavity wall but never investigated that. The old plastered walls are filled with what I assume is black horsehair, but that's just from what I've seen in small patches that fell off when stripping the wallpaper pre- re plastering.

Your plasterer clearly used the wrong material, he should have used lime products or renovation plaster, shouldn`t have used gypsum at all, plenty of threads about this recently have a search on the forum
