HI all. Need to pick some brains please. I found the paint was blistering on an outside wall (moisture). Scrapped away the old paint and found the wall was powdery and easy to mark. There are surface cracks but not deep at all all leading from the window. What has happened? Its a communal staircase built around 1900. What substance was used in the past as it was green. Primer? Question is, what to do to go forward. Water based sealant salutation to bond the soft material and then wall cracks filler?
