Skimming a Ceiling that has been painted

Hi,

quick question.

I have been asked to skim a bedroom ceiling that has been boarded, taped and then just painted over (lazy sods, I bet they have got six layers of wallpaper on the walls too)

I know PVA over plasterboard is a "no no" but what if it has been painted?

The paint looks like ordinary immulsion so prob wont need to sand it.

any advice please

if it was me i'd just pva it and skim it no worries...

please someone tell me cos im full of shite, this is the limit of my knowledge...i.e. can someone please tell me the chemical composition of plaster and related products cos ive been on here f'ckin ages lookin to learn this and NOone can tell me...
 
so bondit could really be ronseal varnish watered down with turps with a handful of sand thrown in? o dont forget the green food colouring...

if i lost my tools tonite that wouldnt exactly be fair game in my book...
if screwfix lost a couple of drills i wouldnt bat an eyelid...
