Is my plaster dry?

Hi, please can someone help? Gutted the house to the brick and then sand cement on walls then skimmed, but some of the walls even after about 6 months are not the same colour. Should the skimming be a consistent colour. Please see pictures attached. Should I be worried or is it dry? Any help would be appreciated, thanks

Get it painted you big Fanny, it’s dry.

cheers thanks, also would you happen to know what these dots are on the plaster I’m pretty sure they’ve come out over time

Really he/she/they want to be given an excuse to use, for why they haven't painted the wall and finished the decoration!
