Green and yellow paint under old wallpaper

Hi Guys new to the forum and new to plastering. I’ve recently bought my first home which is an ex council house I believe it was built in the 70s or 80s.
I’ve stripped my hallway of old wallpaper from the walls and I’ve boarded over the artex ceilings. My brother and myself have skimmed/plastered both the ceilings and the walls, the ceilings have turned out brilliant over the new plasterboard but the skim coat over the original plaster board has blown and I’ve had to scrape it all off.
Wondering if anyone can help as to why this has happened? On the walls under the wallpaper is what looks like a green and yellow paint has been applied over the original plaster board, could this be the problem?
I didn’t apply anything to the walls before skimming, just stripped wall paper and wiped down before skimming. I’ve attached some pictures of the walls with that yellow and green coating on them.
