    Don't use a cement grout on the concrete ,that idea died out about 40 years ago. The grout dries out quicker then the screed leaving the screed hollow. Just wet the concrete the lay the screed. 3 parts sand 1 part cement.

    I use parinter as it keys to a painted brickwork. I give it a scratch and leave it for a day to set. Then a coat of O C R to a float finish.     Parinter

    Parinter is designed to produce a key . It is an expensive material, I just use it for a scratch coat to receive O C R float finish. For a Tyrolean finish I just mix sand and cement , very wet , and give it a very light spray to receive decoration.

    Your timber frame building had a very poor spec for the rendering. I would remove all render, eml, and ply. If the condition of the ply is in as poor condition as your inspection.     That is the method we used. Give the bell cast batten a coat of shuttering oil so that it drops clean.
