You really need less pearmable render. Unless you want to put new lime render every couple of years. Bagged cement render, preferably with mesh is ok, or some silicone/silicate render.

Maybe was done with some very thick nap paint roller. Maybe guy helped do hardwood floor finish with that roller previously and didnt clean it, at some other house where hardwood floor specialist didn't turn up.

Good insulating render with low U value is very expensive to buy and install. Couple centimeters thick.

By the time you apply couple of layers, hack off a couple of layers, it will become expensive and dusty.
Cement/sand can be brittle, may need certain conditions while drying. Plus it takes long time to set fully.

Typically, yes. But the way you describe it, the scope of works, would require many stages, many repeat visits, where plasterer would do a few hours a day... So you are better of do it in stages, see how it goes. Presuming you can vacate that space while ongoing work.
It would be nice to know what is your budget ? When people are booked 2 weeks or 2 months in advance, spending time to quote is also money. Someone will probably do it though.
Most people will try to see it first before quoting.
My guess would be that its best for you to have everything done...
If you had to mail order plastering trowel, rather than hand pick it/select it and buy in person from the shop, where would you order yours, which place you think it would be lowest probability for trowel to come warped, bent or damaged ?
